W.H.O. really gave inaccurate information. The reason the COVID-19 virus did spread like wildfire is asymptomatic people are carriers of the disease and they infect others by just talking. 1% of Iceland’s population has been tested. Of those that were tested, 7% of the 1% are asymptomatic. It isn’t clear if those asymptomatic persons will be carriers for their entire lifetime.
